AB 1954 (JEFFRIES)

HIGH-OCCUPANCY TOLL (HOT) LANES

 

Southwest California Legislative Council Position: SUPPORT

AB 1954 will allow for the Riverside County Transportation Commission (RCTC) to apply to the California Transportation Commission in regards to developing and operating high-occupancy toll (HOT) lanes, including the administration and operation of a value pricing program and exclusive or preferential lane facilities for public transit.

This is a necessary step in the right direction for fixing the already congested I-15. The Southwest Riverside region depends heavily on the I-15 for goods movement and is a vital link in the corridor, especially when trying to attract new businesses and maintaining the economic vitality of the region. This proposed new law would authorize RCTC to administer and operate on the transportation corridors in Riverside County, specifically the I-15.

AB 1954 is part of a two-pronged approach with the necessary passing of another piece of legislation, SB 1316 (Correa). SB 1316 will allow RCTC to make its improvements to the SR-91 freeway in conjunction with the improvements on the I-15. With the passage of both pieces of legislation, it will ensure that progress in the region will move forward. Anything less, would create a standstill much like the traffic on both freeways.
