SB 1316 is designed to give authority to the Riverside
County Transportation Commission (RCTC) over the existing
toll lane on State Highway Route 91 (SR-91) of the Riverside
County portion. This bill essentially eliminates the Orange
County Transportation Authority’s (OCTA) rights and
obligations of the riverside portion of SR-91.
This is a necessary step in the right direction for fixing
the congested SR-91 which ultimately impacts the I-15 and
its surrounding cities. The Southwest Riverside region
depends a smooth, non-congested freeway system between the
SR-91 and I-15 freeways for goods movement and commerce.
These systems of freeways are a vital link to the region,
especially when trying to attract new businesses and
maintaining the economic vitality of the region. This
proposed new law would authorize RCTC to administer and
implement its plan on the SR-91 and ultimately extend to
State Highway Route 215 (SR-215).
SB 1316 is part of a two-pronged approach with the necessary
passing of another piece of legislation, AB 1954 (Jeffries).
AB 1954 will allow RCTC to make its improvements to the I-15
freeway in conjunction with the improvements on the SR-91.
With the passage of both pieces of legislation, it will
ensure that progress in the region will move forward.
Anything less, would create a standstill much like the
traffic on both freeways.
