Southwest
California Businesses Take A Stand On Ballot Propositions
The Temecula
Valley, Murrieta and Lake Elsinore Valley Chambers of
Commerce through their regional advocacy coalition, the
Southwest California Legislative Council (SWCLC) released
their positions on all statewide propositions on the
February 5, 2008 ballot.
“Each of the propositions play an important role in
impacting the economic vitality of California and our
region,” stated Greg Morrison, Chair of the SWCLC. “Our
business community needs to understand this impact and they
must play an active role by understanding how these
proposals impact jobs and our quality of life,” Morrison
continued.

Regional Business Community Continues the Fight Against
Rising Workers’ Comp Rates
The regional business community applauds California
Insurance Commissioner Steve Poizner’s recommendation late
last year not to raise the “pure premium advisory rates” for
workers’ compensation insurance beginning January 1, 2008.
The Temecula Valley, Murrieta and Lake Elsinore Valley
Chambers continue to highlight the excessive workers'
compensation costs that result in the loss of jobs, the
closing of businesses, businesses moving out of the state
and out of the region, and businesses deciding not to locate
in California and locally. In 2004, the legislature and
Governor Schwarzenegger worked together to reform the
workers compensation system. Those reforms are working.

Partner with
Californians for Clean and Reliable Energy Coalition
The three
chambers joined forces with the Californians for Clean and
Reliable Energy Coalition which supports the Sunrise
Powerlink Project. The Sunrise Powerlink Project will help
ensure that the business community and the region have
reliable electric service. A disruption to the electric
service would be detrimental to businesses and the region
with numerous consequences.

California Businesses Protecting California’s Economic Vitality
The Temecula Valley, Murrieta and Lake Elsinore Valley Chambers
of Commerce are joining forces with the Coalition to Protect
California’s Budget & Economy. This new coalition is protecting
the new Indian Gaming Compacts negotiated by Governor
Schwarzenegger and the four Indian tribes with casino facilities
on remote reservation lands in Riverside and San Diego counties.

Southwest
California Businesses Supporting More Water for Businesses
and Region
The Southwest California Legislative Council supported
legislation to increase more access to water for the region
at its August legislative meeting. H.R. 31 (Issa) will allow
the Elsinore Valley Municipal Water District (EVMWD),
working in conjunction with the Secretary of the Interior’s
office, to participate in the design, planning, and
construction of permanent facilities that are needed to
establish recycled water distribution and waste water
treatment for EVMWD’s jurisdiction.

The Chamber
Prepares For 2008 Initiatives
The Temecula Valley,
Murrieta and Lake Elsinore Valley Chamber of Commerce is
considering their positions on three propositions that have
qualified for the February Primary and November General 2008
ballots. These will be the first of what could be over 20
propositions on the ballot between February and November of next
year. The Chamber will continue to highlight each
proposition that impacts businesses throughout the Southwest

Say “No” To Major Tax Payroll Tax
Increase
Temecula Valley, Murrieta and Lake Elsinore Valley Chambers
of Commerce opposes the Legislature’s proposal to fix our
broken healthcare system. The proposed fix, AB 8, creates a
government-run healthcare system for employees who do not
receive healthcare from their employers. The bill attempts
to fix our broken healthcare system almost exclusively by a
payroll tax on all employers who do not spend a certain
level of funding on employee healthcare.

Regional Business Community Fight Against Workers
Compensation Increases
The Temecula Valley, Murietta, and Lake Elsinore Valley
Chambers of Commerce continue to fight proposed
legislation that would allow for workers’ compensation
increases. A pending job killer in the
Legislature, SB 942, would create new requirements for
employers when an injured employee returns to work.
This would add to the costs of workers compensation,
which California saw spiral out of control three years
ago.

In the
Spring of 2006, Assemblymember Benoit and the Lake
Elsinore Chamber worked to pass AB 2492. This bill attempted to define a "transportation infrastructure
emergency" to mean conditions that required
extraordinary state action, including, but not limited
to, construction of new highways or highway lanes, in
order to relieve traffic congestion that presents a
severe threat to the safety and economic well-being of
any region in the state. Although AB 2492 failed passage
in the State Assembly Transportation Committee on April
24, 2006, the Chamber is committed to returning to the
Legislature in 2007 with another proposal.

Southwest California Legislative
Council Opposes Proposition 90
Today the Southwest California Legislative Council (SWCLC) voted
unanimously to oppose Proposition 90, citing risks to public
safety and major public works projects. The SWCLC is comprised
of the Temecula Valley, Murrieta, and Lake Elsinore Valley
Chambers of Commerce.
SWCLC Chair Joan Sparkman noted that over 140 organizations,
including the California Chamber of Commerce, the California
Business Roundtable, and Inland Empire Economic Partnership have
already voted to oppose Proposition 90.
“This measure goes too far,” Sparkman said. “It adds uncertainty
to needed infrastructure projects and could cost taxpayers
billions of dollars.”
The SWCLC action adds one more business voice to the huge
coalition of environmental, business, education, labor, public
safety and local government organizations opposing Proposition
90.

costs and widespread conflict, California’s workers’
compensation was a system in crisis. The harmful impacts on
employers and workers alike drove the need to reform
California’s broken system. Lawmakers responded by enacting
a series of reforms, culminating in the comprehensive reform
proposal championed by Governor Schwarzenegger in 2004.

restore $20 million to local governments
from the Indian Gaming Special Distribution Fund (SDF). This $20
million appropriation from SB 288 would ensure the local
governments throughout California affected by tribal
government gaming operations can continue to fund vital
local programs. The SDF is fully funded by the tribal
government gaming revenues and distributes money to
communities throughout California.

Opinions Split on Governor's Veto of Minimum-Wage
Hike
Area business leaders, employees and political
figures have widely diverging reactions to Gov.
Arnold Schwarzenegger's recent veto of a bill that
would have raised California's $6.75 per hour
minimum wage by $1 in the next two years. Small
business representatives said last week that the
governor's decision was the right thing, while
minimum-wage workers said they needed the pay hike
and find it hard to live on so little.

Legislative Council (SWCLC) believes that the final three
plans will not be able to alleviate all the traffic
congestion issues associated with Southwest California.

Representatives passes CAFTA by Narrow Margin. Last

Valley, Murrieta, and Lake Elsinore Valley Chambers of

program.
The Southwest California Legislative Council meets
once per month and serves as an action team for contacting
legislators, building the advocacy program, and setting
goals and priorities on a yearly basis.
The new Southwest California Legislative Council will track
