Southwest
California Business Community SUPPORTS Regional Investment
in Mt. San Jacinto Community College

The
Southwest California Legislative Council (SWCLC)
SUPPORTS
Measure G on June 6, 2006.
Measure G is
a $720 million bond measure to provide funds needed to
address urgent and critical needs of Mt. San Jacinto
Community College at the San Jacinto and Menifee Campuses,
Banning Learning Center, and Southwest Corridor Campus.
Provide funds to develop additional work-force development
and academic learning facilities.
The SWCLC is a regional
business advocacy coalition of the Temecula Valley
Chamber of Commerce,
Murrieta Chamber of Commerce,
and Lake Elsinore Valley Chamber of Commerce.
Its mission is to provide a basis for the
three chambers of commerce
to act on local, state and federal government issues
to secure a favorable and profitable business
climate for the region.
Measure G will:
- Repair existing classrooms, labs and instructional
facilities, removing asbestos, upgrading inadequate plumbing
and electrical systems, improving energy efficiency.
- Increase classrooms, labs, training facilities for
nursing, emergency medical, public health, safety,
technology, and academic programs.
- Improve campus safety, security, and lighting.
- Meet the critical demand for additional job-training
facilities and academic program rooms
- Funds will be used to leverage matching dollars from state
and other resources. No money will be spent on
administrators’' salaries.
- Taxpayer cost: maximum of $19.49 per $100,000 of assessed
[not market value of their property, translates to less than
$30 per year for the average homeowner.
Background

Mt. San
Jacinto Community College's
current enrollment 15,000; expected enrollment to be over
50,000 [tripled] in the next twenty years. Current classroom
spaces are filled to capacity.

Mt. San
Jacinto Community College
was created over 40 years ago. Inequitable funding formulas
for community colleges established decades ago provide
community colleges with the fewest state dollars per student
of any level of public education.
- During the past years, judicious repairs have been made to
extend the useful life of classrooms, infrastructure and
other facilities, but repairs only provided temporary
solutions to extensive problems caused by old,
deteriorating, and overcrowded facilities.
- State facilities funds require community college districts
to provide local matching funds for improvements. Without
Measure G, state bond money will go to other community
college districts. Without Measure G passing,
Mt. San
Jacinto Community College
will not be able to deliver required academic and
workforce-development education to one of the fastest
growing regions in California and the United States.
Spending
of Measure G Funds
- An independent Citizens Oversight Committee, comprised of
local senior citizens, homeowners, taxpayers, and others
must by law be appointed to monitor and publicly report on
the expenditure of Measure G funds, ensuring bonds are spent
on facilities needs specified in the District's Bond Project
List.
- Laws governing Measure G prohibit spending any bond funds
on administrators' salaries.
